The Idaho GEMStars Coordinating Committee adopted the following criteria for the Middle Tier of the Idaho GEMStars program. All participants must complete the Initial Tier of the Idaho GEMStars program before proceeding to the Middle Tier. After completing the required Middle Tier Criteria, please complete the "Attainment of Middle Tier" form documenting the measures your organization has implemented.

Middle Tier Criteria for Non-Sector Participants
 
Meet ALL general requirements:
dot Meet Initial Tier Criteria.

dot Educate at least one other business or other organization about the importance of participating in Idaho GEMStars and encourage their enrollment.

Meet all requirements in at least three of the following five categories:

Pollution Prevention
dot Energy Efficiency
dot Water Efficiency
dot Transportation Improvement
dot Good Neighbor Actions

Pollution Prevention Criteria
checkbox  Your goal is to develop a strategy for achieving significant, measurable reductions in generation of waste and pollution. Based on the pollution prevention assessment conducted under the Initial Tier, keep a written record of the following:

            Identified pollution prevention opportunities

  Evaluation of the environmental and economic impacts of those opportunities

  Future implementation plans, including measurable goals and review.

checkbox  Monitor, record and post water consumption, wastewater discharge, air emissions, and hazardous/solid waste generation rates.

checkbox  Implement measures in four of the following six areas:

  1. Implement four good housekeeping and operating practices. Examples include regularly scheduled and documented preventive maintenance, inventory control procedures, purchasing policies, and/or operations scheduling.

  2. Implement three material, product, technology or process changes. Examples include product design changes, material substitutions that reduce use of toxics, and process changes that eliminate inefficiencies.

  3. Reuse or recycle at least three types of hazardous materials or wastes.

  4. Prevent contamination of stormwater and runoff by implementing three Best Management Practices (BMPs).

  5. Reuse or recycle five types of materials from your solid waste stream.

  6. Implement a "green" purchasing program setting measurable goals for purchase of recycled content materials, re-refined motor oil, energy-efficient equipment, and low-toxic cleaners, coatings, finishes, and adhesives.

    Energy Efficiency Criteria
    checkbox  Ask your utility or an energy service company to conduct an energy assessment of your facility or operations. Review and update annually. Keep a written record of their recommendations, as well as your evaluation of whether and when to implement them.

    checkbox  Perform regular and documented maintenance on heating, ventilation and air conditioning (HVAC) system.

    checkbox  Incorporate two efficient technologies and five behavioral changes into practices and operations. Additional technologies may be substituted for behavioral changes. These changes may be undertaken in any of the following areas:

    1. Lighting
    2. Heating, ventilation and air conditioning
    3. Office equipment
    4. Building design
    5. Water heating
    6. Industrial equipment
    7. Refrigeration
    8. Food service
    9. Waste heat recovery
    10. Other

    Examples of efficient technologies include improved HVAC and lighting controls, and more efficient lamps, ballasts, windows, motors, air compression systems, fans, blowers, refrigeration units, and chillers. Examples of behavioral changes include shutting off equipment when not in use, optimizing air compression systems to reduce waste, and equipment maintenance improvements.

    Water Efficiency Criteria
    checkbox  Monitor, record, and post water usage rates.

    checkbox  Implement simple water efficiency measures. Examples include regularly checking for and repairing all leaks in your facility, properly maintaining your irrigation system and adjusting sprinklers for proper coverage, and implementing irrigation efficiency improvements such as soaker hoses for watering flower beds.

    checkbox  Implement three additional water efficiency measures. Examples include faucet aerators in kitchens and bathrooms, automatic faucet shutoff valves, efficient toilets and urinals, and planting native landscaping suited for local growing conditions.

    Transportation Improvement Criteria
    Implement all of the measures in three of the following seven areas
    1. Promote Use of Alternative Fuels in Fleet Vehicles Examples include:
        Natural gas-fueled vehicles
        Propane-fueled vehicles
        Gasoline-electric or diesel-electric hybrid vehicles
        Electric or fuel cell vehicles
    2. Promote Commuter Trip Reduction Examples include:
        Designate an in-house commuter trip reduction coordinator
        Participate in county Vehicle Miles Traveled (VMT)-reduction programs
        Provide preferential parking for car or van pools.
        Parking cashout. Charge for parking, then give employees cash equal to the parking charges that they can use either for parking or transit passes
        Give away bus passes or sell at a discount
        For employees using transit or car pools, provide guaranteed ride home if they need to leave work early for family emergencies.
        Promote flexible work schedules to reduce traveling during most congested periods
        Establish telecommuting program
        Establish proximate commuting program if multi-site employer
        Provide employer commuter van
        Facilitate ride matching through bulletin boards or intranet.
        Make available information (by zip code) on public transit alternatives
        Provide company van for more convenient connection to public transit routes
        Provide secure bike racks, showers and lockers for bicycle commuters.
        Reduce number of parking spaces available to employees
    3. Improve Fleet Vehicle Maintenance and Efficiency Examples include:
        Keep engines in tune
        Perform routine tire pressure checks
        Use radial tires
        Improve fuel efficiency
        Use re-refined motor oil
        Recycle antifreeze
    4. Improve Transportation Equipment Utilization Examples include:
        Improve product delivery planning to eliminate unnecessary delivery trips.
        Buy and sell truck delivery capacity through on-line transportation exchange
    5. Land Use Planning Improvements Examples include:
        Buy down mortgage rate for employees who live close to work.
        Locate facilities along transit routes.
    6. Traffic Signal Coordination
    7. Other
    Good Neighbor Actions Criteria
    Criteria have not been developed. You will be asked to explain in detail the measures/technology you implemented.

    Implement all of the measures in 1 of the following areas

    1. Reduce nighttime light pollution. See International Dark Sky Association web site, http://www.darksky.org, for information.
    2. Reduce noise pollution
    3. Reduce odors
            Switch to water-based materials in coating,
        finishing and assembly operations.
    4. Other
